During the design phase of the project, we will develop a Design Management Plan that includes a comprehensive design responsibility matrix. We will review the CVs of key staff proposed by design consultants, agree on key design deliverables, establish information release schedules, and monitor performance against these schedules. We will schedule, chair, and minute all design meetings, conduct initial risk workshops, and review the completeness of the design against requirements, recommending design stage approval to the client. Additionally, we will perform constructability/buildability reviews, manage design to stay within budget, control design changes, ensure compliance with statutory authority approvals, and support preconstruction planning.

During the procurement phase, we will coordinate the assembly of comprehensive tender documentation in collaboration with the design team. We will manage the pre-qualification process, identifying and evaluating potential contractors based on capability, track record, and capacity, ultimately recommending a shortlist or bid list. We will oversee tender management, including the release of tender documents, handling tender clarifications and addendums, organizing tender event meetings, conducting tender analysis, and making recommendations. Finally, we will manage contract formation and the issuance of appointment or award to the selected contractor.

During the construction phase, we will manage the Construction Supervision Consultant (CSC) to ensure they fulfill their contractual obligations efficiently and on time. We will foster a positive health, safety, and environmental culture by promoting health and safety as a core part of project delivery. We will establish key performance indicators (KPIs) for both the CSC and contractor to ensure quality management protocols are followed. Additionally, we will oversee the CSC's review and approval of shop drawings, material submittals, method statements, and risk assessments. We will manage the timely responses to requests for information and clarifications, monitor site progress through regular walks with the CSC and contractor, and conduct weekly risk management workshops to identify and mitigate risks while capitalizing on opportunities.

During the handover phase, we will manage the CSC's timely review and approval of as-built documentation and operation & maintenance manuals submitted by the contractor. We will oversee the CSC’s management of the contractor's internal pre-snagging and desnagging processes before the works are offered to the client/PMC for final snagging. Additionally, we will monitor and report on the coordination and execution of testing and commissioning activities by the CSC and contractor, ensuring adherence to the schedule. We will issue certificates of completion based on CSC inspections and recommendations, prepare a project closeout report, and document lessons learned.
